Terms of Service
Effective Date: January 1, 2026
📋 Institutional Summary
These Terms of Service govern your access to and use of the International Evaluation and Certification Center ("IECC", "we", "us", or "our") platform at iecc.digital. All standardized assessments are free to attempt without upfront financial commitment. Official credential packages, public registry records, and verified badge assets are delivered as electronic digital goods upon meeting passing criteria and completing optional purchase.
1. Acceptance of Terms & Eligibility
These Terms of Service constitute a binding agreement between you and twinsync Corporation, a Delaware corporation (File No. 7539433, incorporated June 28, 2023) doing business as International Evaluation and Certification Center (IECC), located at 8 The Green, Ste R, Dover, DE 19901, USA ("IECC", "we", "us", or "our").
By creating a candidate account, attempting any examination session, redeeming a prepaid voucher, or purchasing a credential package on the IECC platform, you acknowledge that you have read, understood, and agree to be legally bound by these Terms of Service, our Privacy Policy, Refund Policy, Credential Policy, and Exam Integrity Policy.
You represent and warrant that you are at least sixteen (16) years of age and possess the legal capacity to enter into binding agreements. If you are accessing the platform on behalf of a corporation, educational institution, or enterprise organization, you represent that you possess full authority to bind that entity to these Terms.
2. Nature of Organization & Non-Accreditation Disclaimer
IECC operates as an independent, vendor-neutral evaluation authority and standardized skills certification registry. IECC is not an accredited degree-granting college or university, nor is it a governmental regulatory licensing board. IECC credentials certify evaluated domain competence according to published syllabus blueprints and do not confer academic degree credits or replace state-mandated occupational licenses.
3. Candidate Accounts & Identity Representation
To ensure evaluation validity and the integrity of public registry verification, you agree to:
- Provide accurate, current, and truthful personal information during registration;
- Specify your legitimate legal name for certificate issuance (the "Holder Name"), which will be cryptographically bound to issued PDF credentials;
- Maintain the confidentiality of your authentication credentials and notify IECC immediately of any unauthorized access;
- Accept full responsibility for all activities conducted under your candidate account.
4. Standardized Assessment Rules & Honor Code
All candidates must complete examination sessions unassisted and in strict compliance with the Exam Integrity Policy. Active examination sessions are subject to automated proctoring telemetry (including window focus monitoring, response intervals, and session anomaly detection). Any form of unauthorized assistance, automated script answering, proxy testing, or question harvesting will result in immediate session termination, grade nullification, and permanent credential revocation.
5. Free-to-Attempt Model & Scoring Finality
IECC provides candidates with up to two (2) free examination attempts per curriculum syllabus in any twelve (12) month window (three attempts for active Annual Pass holders). Assessments are timed at 60 minutes and objectively scored against a standardized 70% passing threshold. Scores, diagnostic domain breakdowns, and pass/fail determinations rendered by the automated evaluation engine are final.
6. Digital Goods Delivery & Commercial Invoicing
All IECC products (including Single Credential Packages at $39, Triple Packs at $89, Annual Professional Passes at $129, and Recertifications at $19) are digital products and electronic services. Fulfillment is automated upon payment confirmation:
- PDF Certificates: High-resolution vector documents with embedded cryptographic SHA-256 hashes generated in real time;
- Registry Records: Permanent public verification URLs with QR codes published to
iecc.digital/verify/{cert_no}; - Open Badges Metadata: Machine-readable JSON-LD assertions compliant with Open Badges 2.0 specifications;
- Commercial Invoices: Itemized tax receipts with order references and transaction IDs available in candidate accounts.
- Taxes: All listed prices are exclusive of applicable taxes (including VAT/GST where required). You are responsible for all taxes, duties, and currency-conversion fees associated with your purchase. Where Creem acts as merchant of record, it collects and remits applicable indirect taxes on our behalf.
7. 7-Day Money-Back Guarantee & Revocation
We provide a 7-Day Money-Back Guarantee on all retail credential purchases. If you are unsatisfied for any reason, you may request a 100% refund within seven (7) calendar days of payment. Upon refund issuance, the associated certificate is immediately transitioned to Revoked status on the public verification registry. Full details are set forth in our Refund Policy.
8. Credential Lifespan, Expiration & Recertification
Official certifications maintain an Active public registry status for twenty-four (24) months from date of issuance. Upon reaching expiration, records transition to Expired while preserving historical verification validity. Certificate holders may renew credentials for an additional 24-month cycle at the subsidized rate of $19 after demonstrating competency on the updated syllabus revision.
9. Intellectual Property & Anti-Leakage Prohibitions
All examination items, scenario stems, distractors, rationales, syllabus blueprints, logos, vector seal graphics, and software code are the exclusive intellectual property of IECC. Candidates are strictly prohibited from copying, capturing, transcribing, publishing, sharing, or commercially distributing examination questions. Any breach constitutes copyright infringement and will be prosecuted to the maximum extent permitted by law.
10. Disclaimer of Warranties & Limitation of Liability
The platform, examination materials, and credential verification services are provided on an "AS IS" and "AS AVAILABLE" basis without warranties of any kind, express or implied. IECC does not guarantee specific employment outcomes, salary enhancements, or third-party hiring decisions resulting from credential attainment.
To the maximum extent permitted by applicable law, IECC and its officers, directors, and employees shall not be liable for any indirect, incidental, special, consequential, or punitive damages. IECC's total cumulative liability arising from any claim shall not exceed the amount paid by the candidate for the specific service giving rise to the claim. Nothing in these Terms limits or excludes liability that cannot be limited or excluded under applicable law, including liability for death or personal injury caused by negligence, fraud or fraudulent misrepresentation.
11. Governing Law & Dispute Resolution
These Terms shall be governed by and construed in accordance with the laws of the State of Delaware, USA, without regard to its conflict of law principles. Any dispute, controversy, or claim arising out of or relating to these Terms shall first be addressed through informal, good-faith consultation. If unresolved within thirty (30) days, the dispute shall be submitted to binding arbitration in Dover, Delaware, administered under the Commercial Arbitration Rules of the American Arbitration Association (AAA).
EU/UK consumers: Nothing in this section deprives you of the protection of the mandatory consumer-protection laws of your country of residence, nor of your right to bring proceedings before the courts of your domicile as provided under applicable law (including Regulation (EU) 1215/2012). EU consumers may also seek out-of-court resolution via the EU Online Dispute Resolution (ODR) platform.
12. Contact & Governance Inquiries
For questions regarding these Terms of Service or institutional agreements, contact our legal and compliance office at contact@iecc.digital.
13. Sanctions & Restricted Jurisdictions
IECC complies with applicable economic sanctions administered by the United States (OFAC), the European Union, the United Kingdom, and the United Nations. Accounts, examinations, credential purchases, and payouts are not available to individuals or entities located in, resident in, or organized under the laws of comprehensively sanctioned jurisdictions (including Russia, Belarus, Iran, North Korea, Syria, Cuba, and the occupied regions of Ukraine), or to any person on a denied-party or restricted-party list. We reserve the right to suspend or terminate accounts and refuse transactions where required by sanctions law, without liability. Our payment processors independently screen transactions and may decline payments from additional jurisdictions per their own compliance policies.
14. Severability
If any provision of these Terms is held to be invalid, illegal, or unenforceable by a court or arbitral tribunal of competent jurisdiction, that provision shall be modified to the minimum extent necessary to make it enforceable, and the remaining provisions shall continue in full force and effect.
15. Force Majeure
Neither party shall be liable for failure or delay in performing its obligations (other than payment obligations) where such failure or delay results from events beyond reasonable control, including natural disasters, pandemics, war, terrorism, government actions, internet or infrastructure outages, or payment-network disruptions.
